Rationale

The United Nations Educational, Scientific and Cultural Organisation – UNESCO – has listed more than 1000 historical and natural sites in the world. With 38 sites already listed in Southeast Asia and many more submitted for review, culture, histories and landscapes have been recognised for our unique value for mankind. Learning and sharing how to manage the world heritage sites sustainably among the 10-member states in ASEAN is vital. Sukhothai will be the venue for the 1st summit; this site has been governed by the Designated Areas for Sustainable Tourism Administration (Public organisation), Thailand or known as DASTA. The “built to thrive” journey through a joint effort of all stakeholders has made an integrated and community-based management model recognised as one of its world-class case examples. DASTA will therefore call for action to convene the first ASEAN world heritage summit. The objectives of this summit are set forth as followed:

Objectives

  • Knowledge sharing about inclusive and sustainable management within the World Heritage site
  • Understand the essences of World Heritage Convention (by UNESCO) in a changing environment
  • Joint force to strengthening protection of ASEAN world heritage sites
  • Explore ways to effectively engage communities and empower communities to achieve sustainable tourism development goals
  • Enhance thematic route and connectivity among ASEAN world heritage sites with a focus on Air and Land Connectivity

Expected number of delegates from both Thailand and representatives from ASEAN member states: 100 persons

Destination venue: Sukhothai World heritage site

18:00-21:00 Reception Dinner. A warm welcoming evening for all delegates under the themed -Gastronomy and Tourism “The edible world heritage”

A tranquillity and grand of the world cultural asset will be absorbed during this special reception dinner. Our local artisan chef will take you through the savouring of ASEAN art of food. An outdoor function will feature the timeless of the combination between landscape, art and culture.

All day exhibition: a photo gallery will portray how together we could advocate Sustainable Development Goals. Local cultural assets will be highlighted and you all could enjoy local craftmanship through hand-on creative activities.

9:20-9:40 Opening keynote: Together is Better: have we been Built to Thrive? The balancing act between protection, preservation and innovation of tourism in the world cultural and natural heritage in ASEAN by Mr.Weerasak Kowsurat, Minister of Tourism and Sports, Thailand

9:40-10:00 Keynote address: Director-general DASTA, our host will address how communities could genuinely participate in the development. The role of local communities in sustainable development will be discussed. Multi-stakeholders must be involved and how each entity could be accountable for different parts of the success.

10:00-10:30 Keynote speaker: Protecting our heritage and Fostering Creativity -Operational Guidelines for the Implementation of the World Heritage Convention

By Mr. Shigeru Aoyagi, Regional Director, UNESCO Asia and Pacific Regional Bureau for Education.

Heritage is our legacy from the past, what we live with today, and what we pass on to future generations. Our cultural and natural heritage are both irreplaceable sources of life and inspiration. UNESCO will share the status quo of the world heritage sites. Issues and challenges will be open up for further discussion during the summit. Urgent matters which should be call for action among ASEAN member states will be highlighted. The provision of international assistance and support under the World Heritage Fund will be presented.

11:00-11:30 The Power of Culture: Enhancing creativities for responsible tourism by Mr. Phloeun Prim, Executive Director, Cambodian Living Arts

Phloeun Prim will share success stories of Cambodian Living Arts.

11:30-12:00 Thematic Route and air connectivity: the potential connectivity of ASEAN World heritage sites by Board of Airline Association

13:15-15:00 ASEAN best practices and Panel discussion: The power of culture: have we been “built to thrive”?

Representatives from 10 ASEAN member states share their cases: How to?

Each country will address one of the following issues:

  1. Empower communities for inclusiveness in managing the sites
  2. Enhance creativities for responsible tourism in the World heritage sites
  3. Embrace measure to manage
  4. Employ the balancing act between development and protection 
  5. Engage multi-stakeholders to uphold tangible and intangible heritage

15:00-15:30 Networking refreshment

16:00-16:30 Speakers from 10-member states will join the panel. Key conclusion will be discussed.

Keynote address will be on the potentiality of thematic route and air connectivity of the ASEAN world heritage sites.

4 August 2018 Post summit Creative Cultural Trail with communities and Organic tour hosted by Bangkok Airways

10:00-13:00 Post-Summit Visit: Creative Cultural Trail: the life of living heritage, leading the tour by community members

It is an opportunity to re-live the historical town. A living heritage has been well kept and creatively offered as a cultural trail. You will meet local artisans and visit local artist studios. Unique ceramic making “an atelier of local craftmanship” will be experienced at the local artist studio. These community- based tourism activities in the world heritage site have been built through a journey of perseverance and determination; it is a great learning and sharing opportunity for all involved parties to be inspired by how culture, art and tourism could be integrated.
