British Council ร่วมกับ TCDC จัดงานสัมมนาการพัฒนาเมืองสร้างสรรค์และศูนย์รวมความคิดสร้างสรรค์ เพื่อสร้างการรับรู้ในความสำคัญของเมืองสร้างสรรค์และศูนย์รวมความคิดสร้างสรรค์ต่อการพัฒนาเศรษฐกิจสร้างสรรค์ ส่งเสริมให้เกิดความร่วมมือในหลายระดับเพื่อนำไปสู่การสร้างระบบนิเวศสร้างสรรค์ที่เอื้อต่อการเติบโต และพัฒนาเมืองสร้างสรรค์และศูนย์รวมความคิดสร้างสรรค์ในเอเชียตะวันออกเฉียงใต้

การสัมมนาในครั้งนี้จะพูดถึงศูนย์รวมความคิดสร้างสรรค์ของสหราชอาณาจักร แผนที่ศูนย์รวมความคิดสร้างสรรค์ในภูมิภาคเอเชียตะวันออกเฉียงใต้ คุณค่าของศิลปะและวัฒนธรรม นโยบายและการสนับสนุนเมืองสร้างสรรค์ และยังนำเสนอกรณีศึกษาจากประเทศต่างๆ ในเอเชีย

ประวัติวิทยากร

1. ศาสตราจารย์ Geoffrey Crossick

Geoffrey Crossick

Geoffrey Crossick เคยดำรงตำแหน่งรองอธิการบดีของ University of London และประธานบริหารของ The Arts and Humanities Research Board ซึ่งเป็นองค์กรที่จัดตั้งขึ้นเพื่อสำรวจประโยชน์ของการมีส่วนร่วมทางด้านศิลปะและวัฒนธรรมในระดับบุคคลและสังคม ทั้งยังมองหาวิธีสร้างการยอมรับในเรื่องดังกล่าว โดยได้ตีพิมพ์รายงานชื่อ “ความเข้าใจในเรื่องคุณค่าของศิลปะและวัฒนธรรม” ในเดือนเมษายน พ.ศ. 2559 อีกทั้งยังเป็นนักประวัติศาสตร์สังคมที่เชี่ยวชาญด้านสหราชอาณาจักรและภาคพื้นยุโรปในศตวรรษที่ 19 และ 20 ที่ได้รับเชิญไปบรรยายทั้งในและต่างประเทศเกี่ยวกับความสำคัญของศิลปะและมนุษศาสตร์กับเศรษฐกิจสร้างสรรค์

ปัจจุบัน ศาสตราจารย์ Crossick ดำรงตำแหน่งประธาน Crafts Council ซึ่งเป็นหน่วยงานดูแลด้านการพัฒนาผลงานหัตถกรรมร่วมสมัย และเป็นสมาชิกของคณะกรรมการแห่ง The Courtauld Institute พิพิธภัณฑ์ Horniman และ The Guildhall School of Music & Drama นอกจากนี้ยังเป็นประธานคณะกรรมการของ The Arts & Humanities Research Institute of Trinity College Dublin รวมถึงเป็นสมาชิกของ The Science Advisory Council ของกระทรวงวัฒนธรรม สื่อ และกีฬาของสหราชอาณาจักร

2. Dr. Tom Fleming

Dr. Tom Fleming

Dr. Tom Fleming เป็นผู้เชี่ยวชาญระดับนานาชาติในด้านเศรษฐกิจสร้างสรรค์ นโยบายวัฒนธรรม และศิลปะ รวมไปถึงเรื่องเมืองและภูมิภาคแห่งการสร้างสรรค์ Dr. Fleming ให้คำปรึกษาแก่รัฐบาลของประเทศต่างๆ โดยเฉพาะประเทศที่เพิ่งเริ่มการพัฒนาเศรษฐกิจสร้างสรรค์ เช่น บราซิล เลบานอน และเวียดนาม รวมถึงองค์กรจากทั่วโลกในการพัฒนางานวิจัย นโยบายและกลยุทธ์ด้านเศรษฐกิจสร้างสรรค์ อาทิ ธนาคารโลก, UNESCO, คณะกรรมาธิการยุโรป, British Council, Arts Councils และ Film Councils

Dr. Fleming ได้ก่อตั้ง Tom Fleming Creative Consultancy (TFCC) ขึ้นในปี 2545 มีผลงานการวิจัย การวางกลยุทธ์และนโยบายเกี่ยวกับเมืองสร้างสรรค์ รวมถึงการวัดผลที่ได้จากอุตสาหกรรมวัฒนธรรมและอุตสาหกรรมสร้างสรรค์นโยบายด้านวัฒนธรรมและเศรษฐกิจสร้างสรรค์ ในกว่า 300 เมืองจาก 60 ประเทศทั่วโลก อีกทั้งดำรงตำแหน่งประธานของคณะกรรมการของ Site Gallery ในเมือง Sheffield เป็นผู้ดูแลของ Arts for All ในเมืองลอนดอน และ Arts Cabinet ในเมืองเอดินเบอระและลอนดอน

3. Mr. Takuya Nomura

Mr. Takuya Nomura

Mr. Takuya Nomura ทำงานเป็นโปรดิวเซอร์ของ Knowledge Capital และผู้ให้คำปรึกษาทางด้านนโยบายแก่คณะรัฐมนตรีของรัฐบาลญี่ปุ่น เขาเริ่มงานในฐานะโปรดิวเซอร์ของ Knowledge Capital ในปีพ.ศ. 2552 ก่อนที่จะเปิดบริการอย่างเป็นทางการในปี พ.ศ. 2556  Mr. Nomura มีหน้าที่ในการวางแผนงาน กำหนดกรอบแนวคิด (Concept)  วิสัยทัศน์ และกลยุทธ์ทางธุรกิจ พร้อมกับส่งเสริมให้ภาคธุรกิจ มหาวิทยาลัย และสมาคมต่างๆ ร่วมมือกันพัฒนา Knowledge Capital ซึ่งเปิดตัวในฐานะพื้นที่สร้างสรรค์ทางปัญญาของ Grand Front Osaka คอมเพล็กซ์ที่สร้างขึ้นเพื่อรองรับการใช้งานที่หลากหลายในบริเวณ Umekita ใจกลางเมืองโอซาก้า หลังจากเปิดให้บริการอย่างเป็นทางการ Mr. Nomura ยังคงรับหน้าที่โปรดิวเซอร์ของ Knowledge Capital ซึ่งดูแลการวางแผนงานและการบริหารส่วนต่างๆ ในพื้นที่ เช่น Knowledge Salon พื้นที่เพื่อสร้างปฏิสัมพันธ์ทางปัญญา และ The Lab พื้นที่จัดแสดงนิทรรศการเทคโนโลยีและต้นแบบผลิตภัณฑ์ที่นำสมัย  Mr. Nomura พัฒนากิจกรรมการมอบรางวัลอย่างเช่น รางวัล Knowledge Innovation Award สำหรับไอเดียและกิจกรรมนำสมัย รางวัล International Students Creative Award สำหรับผลงานศิลปะสร้างสรรค์และสื่อสารสนเทศของนักศึกษาญี่ปุ่นและประเทศอื่นๆ รางวัล World OMOSIROI Award ซึ่งเปิดรับผลงานจากทั่วโลกที่แสดงถึงแนวคิดของคำว่า “OMOSHIROI” ซึ่งเป็นคุณค่าหลักของ Knowledge Capital โดยคำนี้หมายถึงความมีเอกลักษณ์ ความสนุกสนาน และมีพลังเพียงพอที่จะสร้างประกายในชีวิตของผู้คน นอกไปจากนี้ Mr. Nomura ยังเป็นผู้วางแผนและจัดเทศกาล Knowledge Capital Festival ซึ่งแสดงถึงคุณค่าของ Knowledge Capital เช่นเดียวกัน โดยเทศกาลนี้จัดขึ้นเป็นครั้งแรกในเดือนมีนาคม ปีพ.ศ. 2558 และจะจัดขึ้นเป็นประจำในอนาคต Mr. Nomura มุ่งมั่นที่จะสร้างนวัตกรรมทางความรู้ โดยการแลกเปลี่ยนไอเดียผ่านโครงการและรางวัลเหล่านี้

4. Dr. Ahn Sunghee

Dr. Ahn Sunghee

Dr. Ahn Sunghee เกิดที่เมืองโซล ประเทศเกาหลีใต้ และสำเร็จการศึกษาจาก Hongik University และ Chelsea College of Arts and Design ก่อนจะเข้าเป็นนักวิจัยที่ Goldsmiths College ใน University of London และได้รับทุน Chevening จากกระทรวงการต่างประเทศของสหราชอาณาจักร Dr. Ahn สำเร็จการศึกษาระดับดุษฎีบัณฑิตทางด้านการบริหารการออกแบบ (นวัตกรรมและกลยุทธ์การออกแบบ) จาก Brunel University สหราชอาณาจักร

Dr. Ahn เคยทำงานในตำแหน่งหัวหน้านักวิจัยของ Public Design Innovation Centre (PIDC) ซึ่งเป็นหนึ่งในศูนย์วิจัยของรัฐบาลเกาหลีใต้เป็นเวลา 5 ปี โดยได้มีส่วนร่วมในโครงการวิจัยเกี่ยวกับบริการการออกแบบสาธารณะที่มีพื้นฐานจากการมีส่วนร่วมและปฏิสัมพันธ์ระหว่างมนุษย์ และร่วมดำเนินโครงการออกแบบเพื่อสาธารณะที่เกี่ยวกับการฟื้นฟูและพัฒนาพื้นที่ต่างๆ ในเกาหลีใต้ เช่น การพัฒนาเมืองใหม่ PanGyo โครงการตลาด Sungnam และโครงการ Jeju Seoguipo ทั้งยังมีส่วนร่วมในโครงการระดับนานาชาติ เช่น SonJe Art Centre, พิพิธภัณฑ์ Seoul Metropolitan, Milan Design Fair, Busan International Biennale, GwangJu International Biennale และ London Architect Festival นอกจากนี้ยังเขียนรายงานวิจัยให้กับหน่วยงานรัฐบาลกลางและส่วนภูมิภาค รวมถึงบริษัทต่างๆ ในเกาหลีใต้ ในเรื่องกลยุทธ์ทางนวัตกรรมและแนวทางปฏิบัติด้านการการออกแบบ 

Dr. Ahn เคยปฏิบัติหน้าที่ภัณฑารักษ์ให้กับนิทรรศการ A New Design Exhibition ที่เกี่ยวกับการออกแบบเพื่อสร้างมูลค่าให้เศษวัสดุ ซึ่งเป็นส่วนหนึ่งของงาน GwangJu Design Biennale นอกจากนี้ยังเคยร่วมจัดนิทรรศการในนามของ Hunan University และ Sichuan Fine Art College ที่จัดขึ้นในเมืองมิลานในปี 2557 โดยมีจุดประสงค์เพื่อสนับสนุนนักออกแบบชาวจีนและชาวต่างชาติรุ่นใหม่ อีกทั้งยังเคยนำเสนอผลงานวิจัยในการประชุมวิชาการระดับนานาชาติ เช่น Cumulus ประจำปี 2558 การประชุมด้านการบริหารการออกแบบ DMI ประจำปีพ.ศ. 2557 และปีพ.ศ. 2559 และ The 22nd  World Sustainable Development Conference ประจำปี 2559

British Council in collaboration with TCDC is holding the seminar “Creative Cities and Creative Hubs Development” to build awareness of the importance of creative cities and hubs to the development of creative economy, to initiate different levels of collaboration in building the ecosystem supporting growth and development of creative cities and hubs in Southeast Asia.

The seminar is focusing on creative city in UK, Southeast Asian creative hubs mapping, value of arts and culture, policy and support to creative cities with case studies from different countries in Asia.

Speaker Profile

1.Prof. Geoffrey Crossick

Geoffrey Crossick

Prof. Geoffrey Crossick was the Vice-Chancellor of the University of London and Chief Executive of the Arts and Humanities Research Board, established with the aim to explore the benefits of arts and cultural engagement from the individuals and the society and build awareness in these benefits. Prof. Crossick’s report “Understanding the value of arts and culture” was published in April 2016. Prof. Crossick is also a social historian specializing in 19th and 20th century Britain and continental Europe. He is invited to give a lecture in the UK and abroad on the importance of art and humanity in the creative economy.

Prof. Crossick is currently the Chair of the Crafts Council, the development agency for contemporary craft, and is a member of the governing Boards of the Courtauld Institute, the Horniman Museum and the Guildhall School of Music & Drama. He is the Chair of the Board of the Arts & Humanities Research Institute of Trinity College Dublin and a member of the Science Advisory Council of the Department for Culture, Media and Sport.

2. Dr. Tom Fleming

Dr. Tom Fleming

Dr. Tom Fleming is the leading expert in the international stage on the creative economy, cultural and arts policy and creative cities and regions. His work advised governments of different countries, particularly in emergent creative economies, including Brazil, Lebanon, Vietnam, and organizations across the world: The World Bank, UNESCO, European Commission, British Council, Arts Councils and Film Councils, in developing effective research, policy and strategy of the creative economy.

Dr. Tom set up Tom Fleming Creative Consultancy (TFCC) in 2002 conducting research, strategy and policy relating of the creative city, evaluation of impacts from cultural and creative industry, as well as, policy in culture and creative economy in over 300 cities from 60 countries across the world. He is also the Chair of the Board for Site Gallery, Sheffield, the Trustee of Arts for All in London and Arts Cabinet in Edinburgh and London.

3. Mr. Takuya Nomura

Mr. Takuya Nomura

Mr. Takuya Nomura is the general producer of Knowledge Capital Association and the policy adviser to the Cabinet Office, Government of Japan. He started his duty at Knowledge Capital in 2009 prior to its official opening in 2013. His role is mainly about concept planning, business vision and strategy development and promoting participation of business sectors, universities and associations to jointly develop Knowledge Capital, the main business center in Grand Front Osaka located in Umekita area, the very central area of Osaka. After the official opening, Mr. Nomura continued his role as the general producer of Knowledge Capital in planning and facility management, including Knowledge Salon, an area for intellectual interaction, and The Lab, an area showcasing technology and modern product prototype exhibition. Mr. Nomura has initiated different award activities. From Knowledge Innovation Award for innovative idea and activity, International Students Creative Award for creative art and media from Japanese and international students, World OMOSIROI Award, an international award representing the concept of "OMOSHIROI", a core value of Knowledge Capital symbolizing identity, fun and power to inspire people. He also planned and conducted the first Knowledge Capital Festival in 2015 presenting the value of Knowledge Capital. This festival is turning to a regular event of Knowledge Capital. Mr. Nomura determined to create innovative knowledge by sharing ideas through aforementioned projects and awards.

4. Dr. Ahn Sunghee

Dr. Ahn Sunghee

Dr. Ahn Sunghee was born in Seoul, South Korea. She graduated from Hongik University and Chelsea College of Arts and Design. Later, she become a research fellow at Goldsmiths College, University of London. De. Ahn received the Chevening scholarship from British Foreign Minister. She holds a Ph.D. in Design Management (Design Innovation and Strategy) from Brunel University, UK.

Dr. Ahn was a chief researcher at Public Design Innovation Centre (PIDC), one of government research body in Korea, for 5 years. She involved with public design projects based on human participation and interaction.  Her participation is extended to public design projects related with urban regeneration and development in South Korea, including PanGyo New City development, Sungnam market project and Jeju Seoguipo project. Her international involvement includes SonJe Art Centre, Seoul Metropolitan Museum, Milan Design Fair, Busan International Biennale, GwangJu International Biennale and London Architect Festival. She wrties a research report on innovative strategies and design practice for central and provincial government bodies and companies.

Dr. Ahn was a curator of A New Design Exhibition, presenting design for value creation in up-cycling, as a part of GwangJu Design Biennale. On behalf of Hunan University and Sichuan Fine Art College, Dr. Ahn co-organised an exhibition in Milan in 2014 promoting young Chinese and international designers. She presents her papers in international academic conferences including Cumulus 2015, Academic Design Management Conference (DMI) 2014 and 2016, and The 22nd World Sustainable Development Conference 2016.
