CEA FORUM เวทีแลกเปลี่ยนความรู้และความเคลื่อนไหวในการพัฒนาเศรษฐกิจสร้างสรรค์ เพื่อให้เกิดการเรียนรู้จากประสบการณ์และกรณีศึกษาจากประเทศต่างๆ ที่จะนำไปสู่การพัฒนาองค์ความรู้ใหม่ และการสร้างความร่วมมือในอนาคต ซึ่งจะช่วยผลักดันให้ภาครัฐและเอกชนของไทยตระหนักถึงความสำคัญของความคิดสร้างสรรค์ เข้าใจกระบวนการและสามารถนำไปใช้ในการพัฒนาเศรษฐกิจและยกระดับคุณภาพชีวิตในทุกระดับ  

CEA FORUM 2019 จัดขึ้นเป็นครั้งแรก ในโอกาสครบรอบ 1 ปีของการจัดตั้งสำนักงานส่งเสริมเศรษฐกิจสร้างสรรค์ (องค์การมหาชน) เพื่อเป็นส่วนหนึ่งของการสร้างความรู้ความเข้าใจถึงปัจจัยสำคัญของการพัฒนาเศรษฐกิจสร้างสรรค์ ใน 3 ด้าน คือ การจัดทำนโยบายเศรษฐกิจสร้างสรรค์ การพัฒนาพื้นที่สร้างสรรค์สำหรับธุรกิจและชุมชนนักสร้างสรรค์ รวมทั้งการส่งเสริมให้ภาคธุรกิจนำความคิดสร้างสรรค์ไปใช้ในการพัฒนาความสามารถในการแข่งขัน

The Pioneer เวทีสำหรับหน่วยงานภาครัฐที่เป็นแนวหน้าในการนําความคิดสร้างสรรค์มาปรับปรุงบริการภาครัฐ 

1. “มิติใหม่รถไฟเพื่อการท่องเที่ยว” โดย อดิศร สิงหกาญจน์ วิศวกรกำกับการกองโครงการและวางแผน การรถไฟแห่งประเทศไทย 

- อดิศรเป็นวิศวกรผู้เชี่ยวชาญด้านระบบการปรับอากาศรถไฟ ซึ่งมีส่วนร่วมในการสร้างสรรค์งานบริการด้านการท่องเที่ยวของการรถไฟแห่งประเทศไทยมาอย่างต่อเนื่อง ตั้งแต่การจัดนิทรรศการรถจักรไอน้ำและรถไฟท่องเที่ยวของมูลนิธิรถไฟไทย การร่วมเป็นคณะทำงานกับ Kyushu Railway Company Japan ซึ่งมีความโดดเด่นในการพัฒนารถไฟท่องเที่ยว จนมาสู่โครงการ “รถไฟท่องเที่ยว” ในมิติใหม่ในอนาคตของรถไฟไทยที่ใช้การออกแบบบริการเป็นจุดเริ่มต้นในการออกแบบตกแต่งภายในและการให้บริการในตลอดเส้นทาง

 2. “ประสบการณ์ที่ดีจากส่วนสนับสนุนของโรงพยาบาลรัฐ” โดย ศาสตราจารย์เกียรติคุณ อร่าม โรจนสกุล บริษัท อาร์เอฟเอส จำกัด คณะแพทย์ศาสตร์ โรงพยาบาลรามาธิบดี

- ด้วยประสบการณ์การทำงานในบทบาทหน้าที่สำคัญในด้านต่างๆ ของโรงพยาบาลรามาธิบดีมายาวนานกว่า 40 ปี ศาสตราจารย์เกียรติคุณ อร่าม โรจนสกุล เป็นผู้นำแนวคิดล้ำสมัยในการพัฒนางานบริหารและงานบริการของโรงพยาบาลให้เติบโตไปพร้อมกับความก้าวหน้าทางเทคโนโลยีการแพทย์  เพื่อมอบประสบการณ์ที่ดีให้กับผู้ป่วย และผลิตบุคลากรพิเศษสำหรับงานบริการทางด้านการแพทย์ของไทย

3. “GOV LAB แนวคิดใหม่ของการพัฒนาระบบราชการ” โดย โชติมา สงวนพันธุ์ เวชพร นักพัฒนาระบบราชการชำนาญการพิเศษ ผู้อำนวยการกลุ่มพัฒนานวัตกรรมความร่วมมือระหว่างประเทศ สำนักงานคณะกรรมการพัฒนาระบบราชการ (ก.พ.ร.)

- โชติมา สงวนพันธุ์ จบการศึกษาระดับปริญญาเอก สหสาขาวิชาด้านรัฐศาสตร์ (การเมืองโลก) และจิตวิทยา (พฤติกรรมองค์กร) จากมหาวิทยาลัย Claremont Graduate University สหรัฐอเมริกา เธอมีบทบาทสำคัญในการพัฒนาระบบบุคลากรและโครงสร้างระบบราชการ เพื่อให้เข้าใจในกระบวนการคิดเชิงออกแบบที่ให้ความสำคัญกับผู้ใช้บริการ และนำไปสู่การบริหารงานภาครัฐที่มีประสิทธิผลในอนาคต โชติมามีประสบการณ์ในการพัฒนาระบบราชการมาอย่างยาวนาน จึงมีความสำคัญในการเป็นส่วนหนึ่งของการขับเคลื่อนให้ระบบราชการของไทยก้าวทันการเปลี่ยนแปลงของโลก

4. “เส้นทางปรับปรุงบริการหนังสือเดินทาง” โดย ชาตรี อรรจนานันท์ อธิบดีกรมการกงสุล กระทรวงการต่างประเทศ

5. “ป้ายรถเมล์ใหม่เพื่อการสื่อสาร” โดย สำนักงานระบบขนส่ง สำนักการจราจรและขนส่ง กรุงเทพมหานคร

ดำเนินการเสวนาโดย วีร์ วีรพร สมาคมเรขศิลป์แห่งประเทศไทย (THAIGA)

- วีร์ วีรพร เป็นนักออกแบบกราฟิก ผู้ก่อตั้งสตูดิโอ Conscious ซึ่งมีผลงานการออกแบบระบบป้ายสัญลักษณ์ให้อาคารสำนักงานของหน่วยงานต่างๆ ทั้งภาครัฐและเอกชน และการออกแบบหนังสือ “กวีวัจน์วรรณนา: วรรคทองในวรรณคดีไทย พร้อมประวัติและคำอธิบาย ฉบับราชบัณฑิตยสถาน” ซึ่งเป็นการนำเสนอภาพลักษณ์อันร่วมสมัยให้กับเนื้อหาที่ควรอนุรักษ์ จนได้รับรางวัล DEmark และ G-Mark เขายังเป็นที่ปรึกษาให้กลุ่ม Mayday ในเรื่องการออกแบบปรับปรุงระบบป้ายข้อมูลขนส่งมวลชนในกรุงเทพฯ

เกี่ยวกับสำนักงานส่งเสริมเศรษฐกิจสร้างสรรค์ (องค์การมหาชน)

สำนักงานส่งเสริมเศรษฐกิจสร้างสรรค์ (องค์การมหาชน) หรือ Creative Economy Agency : CEA จัดตั้งขึ้นตามพระราชกฤษฎีกาจัดตั้งสำนักงานส่งเสริมเศรษฐกิจสร้างสรรค์ (องค์การมหาชน)
พ.ศ. ๒๕๖๑  ซึ่งมีผลบังคับใช้ตั้งแต่วันที่ 14 สิงหาคม พ.ศ. 2561 เป็นต้นไป โดยเป็นหน่วยงานในกำกับดูแลของสำนักนายกรัฐมนตรี

CEA เป็นหน่วยงานส่งเสริมการพัฒนาเศรษฐกิจสร้างสรรค์ โดยการร่วมมือกับภาครัฐและเอกชนในการขับเคลื่อนเชิงนโยบาย การพัฒนาพื้นที่สร้างสรรค์ และการพัฒนาอุตสาหกรรมสร้างสรรค์เกิดและเติบโตด้วยการจัดหาทรัพยากรความรู้และโอกาสในการพัฒนานักสร้างสรรค์ทั้งในส่วนกลางและภูมิภาค พร้อมกับการกระตุ้นให้เกิดการทำงานร่วมกันระหว่างอุตสาหกรรมสร้างสรรค์และภาคการผลิตจริง
เพื่อนำไปสู่การพัฒนาสินค้าและบริการในระดับสากล

A platform to exchange knowledge and share movements on the development of the creative economy policy that leads to development of creative district for business purpose, fostering the creative community and promoting creativity for enhancement of competitiveness.

The very first CEA FORUM 2019 is held on the occasion of one year anniversary of founding the Creative Economy Agency (Public Organization): CEA to provide knowledge on 3 aspects of development of the creative economy: creative economy policy formulation, creative district development for business and creative community and advocating creativity in business sector.

The Pioneer 

A platform for government agencies who are the leaders in applying creativity to improve public services.

1. “New Horizon of Travel Train” by Adisorn Singhakarn, Engineer in Charge of Project and Planning Division, State Railway of Thailand

- Adisorn Singhakarn is an expert in railway air-conditioning system. He has been involved in the various tourism services of State Railway of Thailand. He organized Thai Railway Foundation’s exhibition of steam locomotives and tourist trains and cooperating with Kyushu Railway Company Japan, an expert in developing tourist trains, to develop new "Tourist train" project that applies service design to design the interior of the train and the services offered throughout the route.

2. “Excellent Experience from Government Hospital Support” by Professor Emeritus Dr. Aram Rojanasakul, RFS Company Limited, Faculty of Medicine, Ramathibodi Hospital, Mahidol University

- With over 4 decades of experience in significant positions at Ramathibodi hospital, Professor Emeritus Dr. Aram Rojanasakul is proposing the approach to develop the administration and service of Thai hospital in order to exceed the expectation of the patients and foster the personnel in Thai medical service.

3. “GOV LAB: New Thinking for Governance Development” by Chotima Sanguanphan Vejporn, Public Sector Development Officer and Director of Innovation Development-oriented International Cooperation Group, Office of the Public Sector Development Commission (OPDC)

- Chotima Wechaporn received her interfiled Ph.D. on Political Science (World Politics) / Psychology (Organizational Behavior) from Claremont Graduate University, USA. She plays a significant role in reforming Thai public administration. She advocates the user-centered design thinking to develop Thai government administration. With experience in the field, she drives forward the public system to keep up with the change across the world.

4. “Journey of Improving Passport Service”  by Chatri Archjananun, Director-General of the Department of Consular Affairs 

5. “New Communicative Bus Stop” by Transportation Office, Traffic and Transportation Department, Bangkok Metropolitan Administration

Moderator: Wee Weeraporn, Thai Graphic Designers Association (ThaiGa)

- Wee Weeraporn is a graphic designer and a founder of Conscious studio. He designed wayfinding system for office buildings of both public and private agencies. He won the DEmark and G-Mark award from his design of the book "Kawee Waj Wanna: Famous Paragraphs in Thai Literature with History and Description. The Royal Institute edition". He is also a consultant to the Mayday group in designing and improving the public transportation signage systems in Bangkok.

About Creative Economy Agency (Public Organization)

Creative Economy Agency (Public Organization): CEA is established under the government gazette on establishing the Creative Economy Agency (Public Organization) 2017 which was effective from 14 August 2018 onwards. Under the supervision of the Office of the Prime Minister, CEA is tasked with advancement of the creative economy in Thailand by collaborations with public and private sectors in order to drive forward the creative economy policy in parallel with developing the creative district and the creative industry. Consequently, entrepreneurs, designers and creative workforce in central and regional Thailand are equipped with resources and opportunities; collaborations between the creative industries and the real sector are encouraged for the advancement of the Thai products and services on the international market.
